The report also outlines several barriers to the success of video instruction classified as technological, legislative, behavioral, and resource-based. Sadly, while resource-based barriers include content development, professional development, and technical support, there is no mention of cost. Perhaps it's beyond the report's scope but Cisco clearly punts on the issue when labeling "top-down support" and "investment in professional development" -- important factors for every cash-strapped edu-initiative -- as drivers to success.
