Houston, we have a problem: EdSurge trotted down to Texas this week to meet some impressive folks taking part in the Rice Education Entrepreneur Program (REEP), which helps develop strong school leaders. Some of these folks awed us with their techno-wizardry. Others, particularly those in the Houston ISD, are chafing at the constricting rules that they say make introducing new technology into class as tough as scaling the ol' Berlin Wall.
