GRINDING WHEELS: The wheels of government turn s-l-o-w-l-y when it comes to new appointments, even when promoting from within. Richard Culetta, formerly assistant to Karen Cator at the Dept. of Education, is "acting" deputy secretary for technology. JIm Shelton, formerly assistant deputy director for innovation, is "acting" deputy secretary. We figure that they'll both get the promotion--and we'll keep our eyes glued to that ol' sundial to figure out when that will happen.
