Brightspace allows teachers and administrators to build online or blended courses for their schools, and to store and tag shared curriculum content. The product is available for a free trial, but the full product requires a license.
Brightspace is designed to help schools build a blended or online course environment. This environment begins in the Brightspace Curriculum Library, where teachers can access content from a variety of sources. The Library integrates with OER sites and many third party platforms. Individual “learning objects” (e.g. a tutorial video, worksheet, assessment, etc.) can be tagged by keywords, subject or date.
Educators then use these materials to build up learning paths for individual students. Teachers can set “Release Conditions” to control when a student receives access to a particular learning object. While students move through the work on Brightspace, they can use the tool’s communication features to discuss their work with their peers. Parents can also be notified about assignments or other news through the tool.
Once student work is cmopleted, teachers can complete their grading and provide feedback on assignments through Brightspace’s annotation tool. Teachers monitor student progress and achievement by using the built-in data dashboard; the dashboard pulls data from many touchpoints within the tool to provide a holistic overview of the student.
Brightspace is available for a 30 day free trial; after this trial, the tool requires a license to be used.

I was not involved in the decision making process but can assume that our system moving in a world class way with the ever changing technology. Teachers and students both needed a way to improve communication and work completion in a non-traditional way. There were a significant amount of parents looking for a variety of schooling options for their children and this may have solved that pain point.
