General summary/purpose:

JHU CTE is seeking a Technical Product Manager to oversee all aspects of the product development and implementation lifecycle for the Ready for Kindergarten Comprehensive Assessment System (R4K-CAS). This position will manage the process of gathering and documenting software requirements, acquiring stakeholder validation, overseeing the technical development process, carrying out quality assurance testing, creating technical documentation for training and support purposes, and providing high-level technical implementation support. This position will act as the internal ‘product owner’ to ensure JHU CTE’s vision is carried out in close collaboration with a software development team and project sponsors.

Background about the Product:

The Ready for Kindergarten Early Childhood Comprehensive Assessment System provides a point-in-time early childhood screener to determine Kindergarten readiness, and an ongoing formative, observational assessment for children ages 36 to 72 months. Interconnected parts of the system include administrative tools for onboarding and managing large amounts of data, tools for guiding teacher instruction, reports and data extracts for local and state leaders, mobile apps for collecting and manipulating data and artifacts, and tools for online professional development.

Essential Job Duties/Responsibilities:

  • Develop a clear understanding of the product’s vision, users and roles, use-cases, and the overall end-user experience;
  • Coordinate the process of gathering and documenting new functional software requirements from internal and external experts and stakeholders;
  • Translate conceptual ideas into clearly-documented functional requirements and communicate those requirements to external technical development partners;
  • Oversee technical contractors to ensure software development is carried out accurately, on-time, and within budget;
  • Manage the Quality Assurance (QA) testing process of new releases of the software, and document fixes and modifications as needed;
  • Collaborate with the technical contractors and stakeholders to prioritize development and agree on a timeline for updated software releases;
  • Develop and manage a technical project plan, and clearly communicate the status of the plan to internal and external stakeholders;
  • Demonstrate the software to potential partners in other states, industries, etc. for possible modification and adoption;
  • Carry out an ongoing opportunity analysis of the software by researching and synthesizing information on similar systems in other states and countries;
  • Collaborate with JHU CTE’s professional development team on the development and delivery of support materials, user-guides, and online professional development;
  • Stay current about technology trends and help stakeholders determine how new innovations may impact the product roadmap & enhancements of the software;
  • Provide high-level troubleshooting support for issues that cannot be solved at the help desk level, document and communicate with stakeholders about technical issues and solutions;
  • Effectively communicate with partners and funding sponsors in the Maryland State Department of Education, the US Department of Education, and other educational organizations and institutions.
  • Level of Independent Decision Making:

    Though this position will be closely embedded in a project team consisting of technical staff and early childhood content experts, the Technical Product Manager will be responsible for a high-degree of independent, critical decision making within the parameters of the product’s software development lifecycle. A thorough understanding of the product’s vision, development roadmap, and implementation goals will provide a strong basis for the position to make independent, product-related decisions on a day-to-day basis.

    Internal and External Contacts:

    The Technical Product manager will communicate directly with external project sponsors, which include educational leaders across multiple states, as well as colleagues from the US Department of Education, and leaders from other educational organizations and institutions potentially interested in adopting the R4K-CAS system. In addition, the position will facilitate meetings with project staff and both internal and external key stakeholders to make decision related to the tool’s product development roadmap and key activities.


    Minimum qualifications (mandatory):

  • Master’s degree required.
  • 5+ years of related experience including product development, preferably software
  • 2+ years of experience in a product, project, or engineering leadership role preferred
  • Proven experience with multiple full project lifecycles, from concept to delivery
  • Client service experience either in consulting or another field
  • Experience providing high-level technical support
  • Experience creating technical documentation for training and/or support purposes.
  • Experience in Education is a plus
  • Special knowledge, skills, and abilities:

  • Strong understanding of the software development lifecycle, from requirements analysis and documentation, through development, testing, implementation, and ongoing enhancement
  • Working knowledge of current programming languages and frameworks common in web application development, including PHP, JavaScript, HTML, Drupal, Symfony, JQuery, and Angular JS
  • Working knowledge of database terminology and principles, particularly with MySQL
  • Excellent organization skills
  • Strong analytical and creative problem solving skills
  • Solid history of proven ability to work effectively in a team based culture
  • Strong interpersonal skills, including ability to work with diverse stakeholders, across all organizational levels
  • Strong oral and written communication skills
