Position Summary

The Data, Assessment, and Accountability (DAA) division ensures that the District maintains accurate, high quality and timely data analysis about how our students and the district overall are performing. The DAA achieves this by effectively administering assessments; supporting the production and management of student data; organizing District data via an enterprise data warehouse and ensuring school and district level staff and leaders can access data on the most important student outcomes; and by conducting analysis and research to support the District’s measures of teacher and leader effectiveness.

As a significant member of the DAA division, the Senior Director works with the Executive Director to provide leadership and direction to the student information services team and is responsible for student information and school-based applications, which includes ensuring systems and information are available, stable, secure and reliable; providing leadership and direction for all projects and activities related to the production, management, and reporting/delivery of student data; and providing day-to-day supervision and management for personnel and district systems. The Senior Director manages a student-centric data ecosystem where student information is core and fundamental to all other district systems.

Qualifications

Education:

Must possess and provide evidence of a Bachelor’s degree (or higher) from an institution accredited by the North Central Association of Colleges and Secondary Schools or an equivalent higher education agency. Preferred focus in computer science, business administration, or closely related field.

Experience:

This position requires:

* Minimum of four (4) years of experience in working with application systems design, implementation, and/or administration required

* Minimum of three (3) years of supervisory experience managing a technical team required

* Experience in the use and support of other technology, database applications, and state systems

* Experience in pupil accounting-principals, practices, and methods strongly preferred

* Understanding of the requirements and timelines for student data submissions to the Michigan Department of Education (MDE), Center for Educational Performance and Information (CEPI), and the U.S. Department of Education preferred

* Ability to balance multiple projects within a data driven accountability environment

* Proven ability to conduct research into general application issues and emerging products

* Ability to collect, evaluate, and analyze data from a variety of sources and use this knowledge to make recommendations

* Ability to translate Department and District goals into every day work activities and consistently implement District policies and procedures

* Possess excellent communication skills, both in verbal and written formats

Position Job Responsibilities:

Under the direction of the Executive Director of Data, Assessment, and Accountability, the Senior Director of Student Information Services shall:

Essential Functions

1. Direct and manage the team responsible for the day-to-day operations of the student information system, including development, training, implementation, support, and monitoring in accordance with the District’s values and objectives

2. Develop and implement project management routines that support the team in breaking down projects into key tasks with owners, developing timelines and shared expectations for work, and regularly communicating progress with appropriate stakeholders

3. Ensure high quality data practices are implemented and followed by all staff who interact with the Student Information System

4. Promote the innovative use of the student information system as a means of improving organizational effectiveness and efficiency

5. Oversee the development, delivery and maintenance of professional development, reference materials, support resources, and help desk services to ensure the effective use of the student information system by a wide range of stakeholders

6. Oversee the timely and accurate reporting of state and federal data per published requirements and guidelines

7. Establish and build relationships with vendors; oversee work to achieve the highest value service from vendors, evaluate vendor performance against established metrics; ensure contractual obligations are met and products and services meet the needs of internal customers

8. Serve as district representative on state and local committees involving student information

9. Develop and curate strong knowledge management systems to help improve district communication and accelerate continuous improvement

10. Demonstrate an effective approach to team¿building including clarity of purpose and shared responsibility; value, solicit, and integrate team members’ different perspectives effectively

11. Build effective relationships with manager, staff members and colleagues to implement district strategic plan

12. Perform other duties as assigned by manager
