Job Purpose: Works with the Director of Research, Data Strategy, and Effectiveness and other cross-institutional teams to lead equity-centered research and data analytics projects to ensure Calbright programs and services perform research, data analysis and reporting related to institutional research, institutional effectiveness, workforce and other planning projects.

Salary Range: M-15 Typical beginning range steps 1-3, $109,805.04-$121,080.60
Position Overview
Under the direction of the Director of Research, Data Strategy, and Effectiveness, the Research Data Manager is responsible for providing leadership for institutional research and planning at Calbright College. This includes collaboration and management of data initiatives in support of Calbright’s mission and strategic priorities and goals.
The Research Data Manager plays a crucial role in linking program planning, program evaluation and assessment, student success metrics, including positive labor market outcomes to inform continual improvements and iteration of Calbright’s offerings.
This position supervises research staff members, works collaboratively with, and promotes a growing number of programs and individuals involved in institutional research and data initiatives. The Research Data Manager will help establish and maintain project priorities; and develop and effectively uses available resources; performs oversight on projects ensuring that end products or services are delivered on schedule, within the established budget, and in compliance with applicable laws; and utilizes project management techniques to manage the progress of programs and project activities to ensure that project timelines and schedules are appropriately established, modified, and adhered to.
Essential Job Duties and Responsibilities

- Provides leadership in the management of college-wide planning efforts while establishing a college culture of institutional effectiveness
- This position initiates, champions and drives new research and analytical projects across teams to identify workforce challenges and provide insights to key institutional stakeholders as well as external stakeholders
- Provides data for evidence-based decision making, analyzes gaps in student achievement, and identifies effective models to increase student equity and success
- Provides collaborative leadership in institutional accountability measures and key performance indicators for student access and success
- Provides data and performance measurement support to individuals that review programs, accreditation, and compliance
- Create and manage accountability for tight project timelines and ensure steps in each timeline are met across teams
- Proactively communicate across teams, functions and roles to increase shared understanding of project developments and responsibilities
- Provides support for the conduct of feasibility studies for new programs and other services to support student success
- Supervises, assesses, and integrates institutional research to support strategic educational planning
- Develops and directs institutional research analysis and resulting reports; submits to national and state organizations and agencies, as assigned
- Presides over data analysis and trend monitoring; assists college personnel in the developing of reliable and valid research tools
- Establishes the appropriate quantitative and qualitative research design and statistical tools to be used in program review and college-level planning
- Provides guidance to administration, faculty, and staff to develop and construct reliable and valid educational research methods
- Communicate key insights and recommendations to senior leadership across the organization to influence the strategic agenda.
- Engage with the research teams to understand its applicability for productization in products.
- Perform other related duties as assigned that support the objective of the position.

- Experience adapting or creating evaluation or research tools , including surveys that use logic (e.g., Qualtrics, etc.)
- Experience designing human-centered studies in collaboration with end-users
- Experience incorporating the perspectives of multiple communities, in the consideration of impacts and outcomes of research
- Ability to synthesize and present findings both informally and formally with varied audiences
- Strong written and verbal communication
- Experience in mentoring and developing a team
- Hire, manage, and develop a team of data scientists and machine learning engineers, including coaching, onboarding, and training

Minimum Qualifications
- Bachelor’s Degree in a discipline related to the assignment, such as economics, data science, statistics, public policy, or a related field
- At least three (3) years experience with higher education, program evaluation and/or institutional research and planning, including performing data collection, data processing, validation and analysis of data from various data sources
- At least (3) years experience managing people
Desired Qualifications
- Experience with human-centered design and research methods.
- Experience with data visualization tools and dashboarding tools.
- Graduate degree(s) reflecting coursework and/or methodology in research and evaluation as well as experience in conducting research project(s)
- Five or more years of professional-level experience in an institutional research and planning, research-based consulting, program management or similar setting
Working Conditions and Travel
- Calbright College is a statewide online college where all instruction and support are done via various online technologies both in person and remotely. Calbright College has administrative offices in Sacramento available for use. When working remotely, employees should be able and willing to use digital communication tools as used by the college, and have the ability to work on a computer for extended periods of time.

- Requires the ability to function in a remote online instructional environment performing work of primarily a sedentary nature.
