Project Manager III - Application Development

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Project Manager will report to the Assistant Director of the Information Technology Services (ITS) Program Management Office (PMO). The Project Manager is responsible for delivering vital enterprise software applications used throughout the State of Texas to deliver time-sensitive legislative requirements and support the rapid improvements being made to align with the agency's strategic priorities. The ideal candidate will have experience as a project manager for a software development team and have experience working with Texas school districts. The Project Manager may assign duties, responsibilities, and coordinate the work of project staff. Also, this individual may coordinate project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors. The Project Manager performs complex project management work, works under general supervision and has moderate latitude for the use of initiative and independent judgment. This individual will work with a wide range of team members, including senior leadership throughout the agency, and serve as a representative of the ITS.

ESSENTIAL FUNCTIONS:

  • Process Consistency: Manages application project teams to ensure the teams are adhering to procedures consistently and confirms scope and schedule changes are documented, approved, and understood by stakeholders and project team members. Develop project budgets, schedules, works plans, resource requirements, cost estimates, and cost projections.
  • Deliverable Quality: Monitors and manages the quality of applications and works to identify continuous improvement measures/root cause and corrective actions. Verifies project deliverables are acceptable, fulfill terms of the team agreements, and are within budget.
  • Customer Satisfaction: Communicates routinely to management, customers, project team members, and other stakeholders, addressing customer and project team feedback.
  • Leadership: Responsible for problem management, issue resolution, and risk identification and mitigation, while empowering and motivating the team to have a sense of ownership over the application.
  • Vision: Articulates a clear view (current and future) of the application to the executive management team, customers, and project team. Coordinate the initiation and planning of projects to meet application and technology roadmap commitments.

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university

Experience: At least six (6) years of experience required in software application development as a project manager, systems application developer, or as a team member involved in the development of a software application at each phase of the Software Development Life Cycle (SDLC) and the Project Management Life Cycle (PMLC).

Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis

OTHER QUALIFICATIONS:

  • Knowledge and appreciation of project management theories and practices applied to complex projects.
  • Prior experience managing state contract development, contract management, and cost monitoring.
  • A strong customer-service mindset focused on meeting the needs of critical stakeholders.
  • Skill at motivating and influencing others where there is not a direct reporting relationship.
  • An ability to assess team member performance and provide regular, targeted feedback.
  • Demonstrate critical thinking abilities by asking questions and, synthesizing, and analyzing complex information to make sound decisions.
  • Excellent written and verbal communication skills and an ability to connect with a variety of audiences.
  • Capable of managing multiple complex projects at once to meet challenging deadlines.
  • A desire to self-reflect, give/receive feedback, and continuously improve.
  • Expertise in developing a collaborative, results-oriented team environment, and work across multiple stakeholders.
  • Willingness and availability to work outside the regular work hours, as needed, to support project needs.
  • Ability to work efficiently in a cube environment with the potential for significant auditory distractions.
  • Willingness and ability to adapt to unexpected tasks, as assigned.
  • Project Management Professional (PMP) Certification preferred.
  • Certified Texas Contract Manager (CTCM) preferred.
  • Experience with Agile software development and release methodologies preferred.
