The Oregon Department of Education & Early Learning Division are excited to announce multiple openings in Salem, Oregon. Due to the COVID19 pandemic, these positions will start fully remote with the possibility of a hybrid schedule working both remotely and in the office in the future.

Procurement & Contracts Director (Principal Executive/Manager F) Closes: 4/10/2022

The Early Learning Division (ELD) is in the process of becoming the Department of Early Learning and Care (DELC), a new agency that will elevate the State’s focus on birth-five programs and child care across Oregon. Now is your chance to be a part of something new, as the first Procurement & Contracts Director solely dedicated to the ELD/DELC. This position will play a critical role in the development and success of our procurement unit and affords the opportunity to build your own team of procurement professionals and create processes to drive innovation and change. While the new agency may seem small with approximately 350 employees after full transition, you will direct and administer procurement and contract agreements which total approximately $1 billion biennially. Because the Department of Early Learning and Care is not a direct service provider, this role is important to the success of not only the agency, but child care and early learning facilities, tribes, nonprofit organizations and other state and government agencies as the majority of funds flow through grants or Inter Governmental Agreements.

Chief of Operations (Business Operations Administrator 1) Closes: 

This position is also with the Early Learning Division. As the Chief of Operations, you will oversee Information & Technology, Budget, Fiscal, Accounting, Provider and Grantee Payments, Procurement and Contracts, and Facilities Management. Collectively, the different units this position will oversee cover a full range of business services that are provided to support agency staff and external partners. Through these different units, the mail is processed, bills are paid, contracts are developed and executed, the agency budget is developed, funds are managed and distributed to day care and early learning facilities across the state, information technology solutions are developed, enhanced, and managed; and agency facilities/space issues are addressed. Administration acts as reliable customer service partners for the rest of the agency to meet the business needs and objectives of our mission.
