Manager, Human Resources and Payroll

The Manager, Human Resource & Payroll will be responsible for overseeing the processing of the company payroll and partners with the leadership team to assist in the implementation and administration of HR policies, Performance Management, Benefits, Compensation, and the organization's Talent Strategy programs particularly as it relates to current and future talent needs, recruiting and retention.

Specific accountabilities include:

  • Ensures accurate and timely processing of payroll including new hires, terminations, and changes to pay rates.
  • Ensures timekeeping and payroll processes are submitted accurately and timely and troubleshoots identified issues.
  • Handle enrollments, COBRA, 401k, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, distributions, loans, hardships, and compliance testing
  • Implement policies and procedures on the prevailing laws governing payroll and income taxes, employee benefits, and garnishments—ensuring compliance with current labor law and organizational policies and procedures, as well as BELL’s employee handbook policies as it relates to payroll
  • Oversees the daily workflow of the Human Resources activities. Assists in managing the posting, scheduling, and screening of new hires; Payroll benefits administration, leave and follow up on company policies and practices.
  • Assists the hiring managers with the talent acquisition process, which may include recruitment and screening of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings for postings to the applicant tracking system.
  • Implements new hire onboarding and orientation processes.
  • Ensures enrollment of employees in selected benefit program and ensures reconciliation of benefit premiums and contributions as a result of additions and deletions.
  • Participates in the annual Benefits Open Enrollment process.
  • Responds to employment verification requests and unemployment claims.
  • Monitors and administers leave requests ensuring compliance with Federal and State mandated laws and company policies. Processes applicable short- and long-term disability claims.
  • Administers employee referral and employee recognition programs. Submits requests for payment to payroll as applicable. Participates in reviewing ongoing effectiveness of programs and solicits feedback for quality improvement.
  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education requirements. This may include, as applicable, safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
  • May assist in human resource programs including but not limited to compensation, benefits, and leave; performance and talent management; occupational health and safety; and training and development.
  • Perform annual workers’ compensation audit.
  • Complete annual census reports.
  • Coordinates with HR partners to include:
  • Conducts or acquires background checks and employee eligibility verifications.
  • Ensures enrollment of employees in selected benefit programs
  • Respond to employment verification requests
  • Process short- and long-term disability claims
  • Oversee timekeeping and payroll processes and troubleshoots issues
  • Support the coordination of addressing routine tasks in delicate circumstances such as providing reasonable accommodations, providing assistance in the coordination of investigating allegations of wrongdoing, and terminations, etc.
  • Coordinate the execution of learning and/or development programs and initiatives for employees.
  • Support and execution of recommended trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Assists in the compliance with federal, state, and local employment laws and regulations, and recommended best practices; at times may review policies and practices to maintain compliance.
  • Keeping informed over trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Performs other duties as assigned.

  • Bachelor’s degree in Human Resources, Business Administration, or related field required.
  • A minimum of three years of human resource management experience preferred.
