Lead Web Developer

This position supports the work of the Digital Solutions team within the Office of Enterprise Solutions. The Digital Solutions team creates custom low code web solutions while supporting legacy high code applications until they transition to low code. The team also supports other Digital Solution services in support of the LCPS community.The Lead Web Developer leads the development team with a focus on vision, quality, best practices and on-time delivery. This position operates at all levels, diving deep into the details and providing strategic solutioning inputs. The Lead works with Business Analysts as liaison with stakeholders to address design and development questions and thinks outside of the box to creatively incorporate new information into solutions. In this role, business concepts, data flows and standards are understood so that important connections are made as solutions scale.To external teams, the Lead represents the team at meetings, is comfortable presenting solutions, keeps the end user in mind when solutioning and can communicate complex ideas effectively. Internally, the Lead makes technical decisions, leads development discussions, ensures compliance and reusability, has a passion for delivery, while supporting team building. The Lead also jumps in and helps with development.In this role, the Lead will also support the management of our development roadmap and work toward continuous improvement of solutions.Roles and ResponsibilitiesThe following information is intended to describe the overall nature and scope of the work being performed in relation to the position.   • Works closely with the development team on project setup, approach, solutioning in an agile environment.
  • Works with Business Analysts and Stakeholders to understand business process, requirements and how new requests fit within established solutions.
  • Supports project management and roadmap decisions, sharing technical expertise around level of effort, barriers, risks, prioritization needs.
  • Leads by example and develops strong team practices around code review, including but not limited to enforcing reuse mindset, building consistency in code and leveraging existing components when possible
  • Develops documentation, best practices and standards for the team.
  • Routinely reviews architecture and technical debt and plans for team review and fixes.
  • Serves as subject matter expert and mentors web development team members.
  • Works with peers on the Data Science Team on data best practices and solutioning for data integrations across applications.
  • Supports high code and low code applications, including new development, maintenance, and troubleshooting and responding to issues.
  • Remains current with emerging technologies and updates, leading adoption discussions when appropriate.
  • Interfaces with multiple cross-functional technical teams, prepares meeting agendas and leads technical discussions.

QualificationsBelow are the qualifications for this position:

  • Bachelor’s Degree preferred in Technology field and experience with web development, project management, leading teams and customer service.
  • Experience with system implementations along with an understanding of key concepts related to Agile Development Cycle, Information Security, and Digital Transformation adoption.
  • Low code application configuration/development experience. Experience with the OutSystems platform preferred
  • Experience with high code programming languages a plus - HTML, CSS, JavaScript, Java, C# and/or other programming languages preferred
  • Demonstrated leadership skills managing technical staff and resources.
  • Possess the necessary skills to manage multiple development and technical projects.
  • Possess an overall knowledge of technology standards, hardware, networks, software, databases and methodologies.
  • Possess communication and project management skills necessary for working effectively with internal and external stakeholders.
  • Demonstrated ability and eagerness to learn new technical skills quickly.
  • Solid analytical and critical thinking skills.
  • Excellent verbal and written communication skills, with experience interacting with clients at multiple levels as well as the ability to demonstrate strong analytical and problem-solving skills
  • Exceptionally creative, collaborative, and truly excited about building interactive content.

Employees who are non-exempt and are teleworking will work their required scheduled hours and gain approval from their supervisor if they work more than 8 hours a day or more than 40 hours in a workweek. Teleworking privileges can be amended, changed, or revoked based upon the performance of the employee, as well as the needs of Loudoun County Public Schools.
