Job Summary

This position is located in the Office of the State Superintendent of Education (OSSE), Office of the Chief Information Officer (OCIO). The CIO coordinates collaborative agency-wide technology strategic and tactical planning to ensure delivery of high quality technologies, voice communications, infrastructure, and networking services. The CIO leads the OSSE community in discussing, understanding, prioritizing, planning, applying, and refreshing information technology to advance the mission and attain strategic goals.

The purpose of the IT Specialist (Business Analyst (BA)) is to provide a strong link between the Business Community and Information Technology. The BA shall analyze the existing or ideal organization and design of existing systems, including businesses, departments, and organizations. Also assess current business processes and their integration with technology.

This position is an Education Service (ES) appointment and serves “At-Will.” This position is not covered under a collective bargaining unit.

Additional duties include the following:

The BA will gather business requirements, assist in integration and acceptance testing, support the development of training and implementation material, participate in the implementation, and provide post-implementation support. The business analyst will be involved in the development of project plans and provide project management skills when these skills are not available in other project participants.

Within the systems development life cycle domain (SDLC), the business analyst performs a liaison function between the business side of an enterprise and the CIO.

The BA records requirements, whether a simple spreadsheet or a complex application. Business requirements (project initiation document), what the project must achieve, and according to what quality measures (e.g., key performance indicators or tangible objectives).

Functional requirements that describe what the system, process, or product/service must do to fulfill the business requirements (i.e. the system shall ...).

User (stakeholder) requirements where the needs of the stakeholders are correctly documented.

Quality-of-service (non-functional) requirements are requirements that do not perform a specific function for the business requirement but are needed to support the functionality.

Implementation (transition) requirements are capabilities or behaviors required only to enable transition from the current state of the enterprise to the desired future state, but that thereafter are no longer required.

Report specifications define the purpose of a report, its justification, attributes and columns, owners and runtime parameters.

Qualifications

Excellent written and communications skills. Knowledge of information technology and functional design of information systems.

Knowledge of database management concepts, principles, and methods including database logical and physical design, normalization, and storage capacity management concepts.

Knowledge of project management principles and methods sufficient to plan and coordinate the development of data structures and access strategies in alignment with mission requirements; establish testing, implementation, and post-implementation support procedures and develop user instructions.

Knowledge of the concepts of database management systems, operating systems, technical architecture, and network topology. Understanding of network architecture sufficient to read and understand network system architectures.

Education

Graduate of an accredited four-year college or university with a Bachelor's degree or equivalent work experience.

Work Experience

At least three (3) years of relevant work experience in a large scale/enterprise development program.

Work Environment

The work is performed in an office environment.
