The Executive Director, Office of School Connectivity Strategy (State of Iowa) is a state-based leadership position that is focused on significantly improving the speed, cost, and reliability of school Internet and WAN connectivity for all public schools across Iowa. This position requires in-depth knowledge of, and significant experience with, the Universal Service Administrative Company’s (USAC) Schools & Libraries Program—also known as the “E-rate Program”—to ensure that program funding is maximized for prospective applicants while maintaining strict compliance with established rules and regulations. This position will lead the exploration and potential execution of new initiatives that support better school connectivity, including the formation of a statewide WAN for K-12 schools, purchasing consortia, and fiber optic special construction projects. As a state government position that is contracted through Connected Nation, this position will serve as the primary point of contact within state for all E-rate process and policy matters and will oversee school district outreach and communication as well as the facilitation of all stages of the E-rate application and review process on behalf of school districts that wish to participate.


  • Possess and demonstrate comprehensive knowledge of the federal E-rate Program on legal, policy, and process issues.
  • Establish and maintain a working relationship and positive rapport with the technology director (or equivalent) and other relevant staff in Iowa’s public school districts.
  • Work directly with districts to identify deficiencies in school connectivity at both the school and district level, prioritize needs, and explore opportunities for improvement—including opportunities for fiber special construction projects.
  • Oversee and administer the entire E-rate application and process on behalf of districts that wish to participate, including planning and design, bidding and evaluation, funding request filing, PIA review, funding approval, and service initiation.
  • Develop strategies and recommendations for planning and acquiring services and equipment to maximize E-rate funding support, including the possible establishment of buying consortia and working toward the establishment of a statewide WAN for K-12 schools.
  • Ensure state, district, and corporate compliance at all times with E-rate rules and regulations, including the avoidance of potential conflicts of interest.
  • Review and analyze data to ensure propriety, validity, and accuracy of proposed transactions.
  • Provide leadership to a team of professionals in support of these tasks.
  • Support CN’s policy team as necessary in aiding the preparation of on-the-record filings for FCC proceedings related to the E-rate program.
  • Support CN’s senior leadership and policy teams as they advocate on E-rate and school connectivity issues in Congress, state legislatures, and within the executive branch of state governments.
  • Provide guidance to CN’s leadership and business development teams in developing new products and services that are aimed at providing better connectivity solutions for school districts, particularly in light of recent changes to the E-rate program.
  • Responsibilities are not all inclusive; additional duties may be assigned.


  • A Master’s degree in school administration, business administration, public administration, or a related field is required.
  • A J.D. or Ph.D. in education, public administration, or public policy is a plus.
  • A minimum of ten years of work history directly involving the federal E-rate program may substitute for education requirements.
  • Knowledge of the K-12 administrative and instructional environment is highly desirable.
  • Experience working on K-12 education technology issues is highly desirable.


  • Possess strong analytical, organizational, and communication skills.
  • Possess a high level of social intelligence and superior interpersonal skills to handle sensitive data and material.
  • Possess an in-depth knowledge of issues pertaining to school connectivity, including the federal E-rate program.
  • An extremely organized, disciplined, self-directed, hands-on and process-oriented individual who is not afraid of digging into the details when necessary.
  • Ability to manage and prioritize multiple tasks.
  • Strong work ethic and unquestioned personal and professional integrity.
  • Attention to detail, establishing priorities, and meeting deadlines.
  • Proficiency with Microsoft® Office Suite applications, especially PowerPoint, Word, and Excel.
  • Ability to work remotely using a laptop in a dynamic environment while traveling.
  • Ability to meet travel requirements.
  • Valid state driver’s license required.
