Job Summary This position is located in the Division of Data, Assessment & Research (DAR) within the Office of the State Superintendent of Education (OSSE). The incumbent serves as an Education Research Analyst who manages, or serves as principal staff, on projects related to the Research, Analysis and Reporting Team. Specifically, the research analyst will support DAR efforts to complete research reports and data requests, standardize data across public schools, public charter schools and community based organizations in the District of Columbia, provide analytic support for program offices including annual reporting and research for state-wide assessments and the statewide accountability system, , provide research and analysis in connection with the recommendations for high quality education programs across OSSE and the District, fulfill federal and local data reporting requirements, assist DAR in developing and enhancing data analytic standards and processes, and provide general support for developing and implementing a research agenda. The incumbent analyzes national and local trends in education research and policies and identifies best practices and works with OSSE programs to engaged in data-driven decision making which serve to improve outcomes for children. The incumbent works within DAR to support the creation of a coordinated data systems and to support best practices in data governance

Provides analysis and research support to assist the Division of Data Accountability & Research in its efforts to standardize data across public schools, public charter schools and community-based organizations, including studying best practices of other jurisdictions, facilitating working group meetings, developing processes and procedures, and executing data analytics and research. Provides staffing support concerning data analytics tor other OSSE divisions, including but not limited to supporting in the creation of metrics and business rules, completing data requests to support division initiatives and requests from the education community to promote timely and appropriate data transparency and use, researching educational issues to develop internal and external informational and presentation materials, and serving as a data steward in the proper use and protection of student data,.

Provides research and analysis on national and local educational issues and generating reports or other deliverables as assigned; conducting research projects involving the analysis of policy-related issues; consulting studies and literature in the field, regulations and program records.

Promotes the office's role within the education research community by representing the office in meetings with education professionals, policymakers, and representatives in support of the office's mission. Initiates, plans and participates in meetings, workshops, seminars, and conferences for the purpose of providing information, technical assistance and training to education professionals on DAR activities.

This an Education Service (ES), "At-Will" position. This position is not part of the collective bargaining unit

Qualifications Mastery knowledge of education research theories, principles and practices; analytical ability to interpret and synthesize available research information including quantitative and qualitative data to effectively present meaningful and pertinent facts and results. Professional research skills in order to effectively collect and analyze data to produce written and oral reports of findings based on the latest research and trends.

Competency with Microsoft Office applications, STATA and SQL and other analytic tools.

Licensures, Certifications and other requirements N/A

Education Graduation from an accredited four-year college or university with a relevant bachelor's degree; or an equivalent combination of education, training, and experience. Master's degree preferred.

Work Experience At least five (5) years of relevant work experience; Research and policy analysis experience in an education setting preferred.

Work Environment Work is normally conducted in an office setting with occasional need for local and field travel.
