Director of Education Technology and Data Management

RTI’s Center for Technology and Data Management (TECHDM) within the Education and Workforce Development (EWD) division is searching for our next Director of Education Technology & Data Management to lead a multidisciplinary team of technologists and researchers. The TECHDM Director will work closely with the other members of the EWD leadership team to set the division’s strategic directions and priorities and to ensure achievement of division objectives, quality standards, and staff support needed to succeed. The successful candidate must collaborate effectively across EWD and RTI to pursue opportunities, form effective teams, and inform the technical directions and solutions for the organization to meet the needs of our clients.

Our TECHDM experts design, implement, and evaluate technology strategies to solve problems in education and workforce development. We combine deep substantive knowledge of education policy and research with expertise in data use, statistics, design theory, and software development to create useful tools to inform policy and improve practice. Our products range from sophisticated data collection and reporting and analysis systems to multimedia social networking sites that link researchers, students, teachers, and industry professionals.

We strive to work with partners to evaluate how appropriate and scalable technologies can enhance teaching and learning—even in areas where a lack of infrastructure makes technology use challenging. In doing so, we are able to offer digital teaching aids, coaching resources, and education data collection methods, while supporting change management for technology integration. We provide focused, practical interventions to help stakeholders overcome barriers to the delivery of quality education and training.

The Director will oversee technology and data management activities within the education and workforce development domain for internal and external clients, staying abreast of and leveraging the most appropriate methodologies, technologies, and software to meet our clients’ needs. Working closely with the TECHDM program directors and program managers, the Director will be responsible for the leadership, development and growth of a dynamic group of 65 designers and developers. Responsibilities include, but are not limited to:

  • Lead the technology direction, best practices, and processes for the center to meet the needs of our clients, in collaboration with other leaders across RTI.
  • Create and support a vision that identifies the commonality of purpose, energizes the collective effort, and provides guidance for shaping the direction and success of the center.
  • Ensure implementation of RTI’s workplace culture, that emphasizes equity, diversity, inclusion, and belonging and promotes quality and opportunities for development and growth.
  • With other members of EWD leadership team, implement division strategy, operational plans, and Business Development (BD) plans, and track progress towards goals.
  • Direct the design, development, implementation and delivery of software applications, systems, and data products for projects, using user-centered design principles, current technologies, and best practices.
  • Participate in EWD Business Development (BD) activities. Lead center BD activities and support overall BD processes of the division/unit.
  • Set the direction and be accountable for the performance of the center in collaboration with Program Directors, Program Managers, and the EWD leadership team.
  • Maintain transparent and open communication across center, division, unit, and RTI.
  • Ensure center delivers high-quality service by applying standards and best practices; analyzing and resolving quality problems; identifying trends; and recommending process and product improvements.

Minimum Qualifications:

  • Bachelor’s degree with at least 18 years of technical experience; Master’s degree with at least 14 years of technical experience; or PhD with at least 10 years of technical experience
  • Experience leading projects with teams of designers, developers, and content experts
  • Experience designing, developing, implementing, and evaluating technology solutions
  • Expertise in managing and mentoring designers and developers
  • Ability to build, lead, and work within diverse, multidisciplinary teams and establish and maintain strong working relationships
  • Excellent oral and written communication skills; ability to convey expertise and optimal approaches to stakeholders, particularly in the areas of technology, data management, and user-centered design
  • Proven record of demonstrating RTI’s Lead Forward behaviors: innovate, develop talent, collaborate, communicate, think globally, act strategically, and engage inclusively.
  • Ability to obtain proper security clearances as required by contracts
  • To qualify, applicants must be legally authorized to work in the United States and should not require, now or in the future, sponsorship for employment visa status.

Preferred Qualifications:

  • Success in business development, ideally in education and workforce development or related areas
  • Proven track record in leading externally funded projects with federal and other clients
  • Experience in education technology, data security, privacy, certification and accreditation, compliance, government contracts, agile methods and related practices, and quality management
  • Demonstrated scientific stature documented through presentations and publications

The anticipated pay range for this role is between $150,000 - $230,000.

RTI considers multiple factors when making an offer including, for example: established salary range, internal budget, business needs, and education and years of work experience possessed by the applicant. Further, salary is merely one element to our offer.
