MAJOR FUNCTION: Responsible for the general academic and administrative functions of distance learning.

ADMINISTRATIVE

  • Responsible for developing and maintaining high-quality online education and services to best serve the needs of local and distant online students and faculty. Provides transformational leadership for online learning and services to insure alignment with the overall mission and goals of TCC, at the same time fostering innovation. Serves as the chief distance learning administrator.
  • Provides leadership and day-to-day administration of the Center for TCC Online
  • Serves as a member of the Academic Deans and Directors Leadership Team
  • Serves as a member of the Academic Support and Enrichment Leadership Team
  • Reports to Associate Vice President for Academic Affairs
  • Directs staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff members are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations
  • Prepares and administers budgets; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures; identifies and pursues alternative funding sources; allocates funds across all functions
  • Collaborates on activities and operations across multiple academic departments or programs, which includes: designing, developing, and evaluating online courses and programs, projects, student retention, strategic planning, processes, policies, procedures, systems, standards, and/or service offerings
  • Coordinates activities between multiple service areas and works to integrate and coordinate service areas
  • Serves as a liaison between assigned academic departments or programs, external agencies, and the College, which includes students, staff, faculty, and administration; represents the department, College, and/or program at a variety of meetings, public events, training sessions, on committees, and/or other related events; establishes and maintains positive collaborative relationships with community groups and establishments
  • Directs and participates in the preparation, review, interpretation, and analysis of various complex and multi-faceted information, data, forms, schedules, calendars, surveys, and reports; makes recommendations based on findings
  • Provides training to faculty and staff
  • Ensures compliance with Federal, State, and Local laws, regulations, codes, and/or standards; ensures alignment with the overall mission and goals of the College
  • Provides information and resources, as appropriate, to the academic leadership regarding current trends in distance learning.

STRATEGIC PLANNING AND ASSESSMENT

  • Collaborates with the Associate Vice President for Academic Affairs and other academic leaders to develop a mission and strategic plan for distance learning that supports the College’s mission and goals.
  • Supervises the implementation and assessment of the strategic plan for TCC Online.
  • Develops effective data use and analysis to evaluate and improve TCC Online outcomes
  • Evaluates the effectiveness of the online educational programs and courses and make recommendations for improvements, additions, or deletions
  • Coordinate strategic program growth/development and evaluation of instructional quality
  • Coordinate strategic planning and evaluation of online student services
  • Coordinate with the Associate Vice President, deans, and student services personnel in order to facilitate smooth operations of online programs, classes, meetings, and administrative offices
  • Collaborate with executive leadership and academic leadership to enact a strategic plan leading to integration and enhanced online student success
  • Design and recommend new policies and procedures related to online student success
  • Research unique online degree opportunities to fulfill specialized niches in the tri-county area, statewide, nationwide and internationally
  • Work with Marketing, Communications, and Student Services to define, maintain and promote a brand for online programs and services
  • Communicate the new direction and progress of online education and services both internally and externally

FACULTY

  • Coordinates, plans, implements, and provides professional development opportunities for faculty and instructional staff
  • Works closely with faculty to set and promote high standards of excellence in all online courses

STUDENTS

  • Coordinates, plans, implements, and evaluates TCC Online student orientation and other workshops for student success
  • Addresses student issues in a professional and timely manner and in accordance with institutional policies and procedures

PROFESSIONAL DEVELOPMENT

  • Actively participates in professional organizations and professional activities as appropriate to the mission and goals of the division and the college

MINIMUM TRAINING AND EXPERIENCE: Master’s Degree in a field related to Information Technology, Instructional Design, Distance Education, Higher Education or a related field with experience in higher education from an accredited college or university required. A minimum of two years of related work experience for an online entity or campus; and a minimum of two years of experience teaching in a distance-learning environment is required. Full-time faculty and/or administrative experience in higher education preferred.

SUCCESSFUL APPLICANTS WILL DEMONSTRATE THE FOLLOWING: A strong understanding of educational learning environments – specifically web-based and hybrid learning. Insight into the types of student support systems needed to assist distance learning students comprehension of the types of support needed by full-time and part-time faculty in order to work successfully in a web-based and/or hybrid teaching environment. An understanding of the types of technical support needed in order to successfully sustain a web-based delivery system. Familiarity with web-based and hybrid course learning at the post-secondary level; preferably at the community college level. Skilled in use of the Office Suite and e-mail. Use of a Learning Management System – preferably Blackboard design and deliver a distance learning course evaluate the effectiveness of a distance learning course/program. Finding and implementing best practices. Work with a diverse background of students and faculty at a community college Ability to support the implementation and sustainment of a complete distance learning program – specifically in the following areas, budget, technical needs, faculty needs, student needs, PR/advertising/branding to ensure compliance with licensing and copyright laws and regulations. To provide a complete program of faculty assistance – both technical and pedagogical manage the evaluation process of all aspects of a DL program. Effectively supervise the staff assigned to the DL Director. Coordinate the DL program to interface with the other areas of the College so that programs and services offered to the College community work collaboratively disseminate information about DL programs and provide vision and future direction for the DL program communicate effectively – written and verbally. Work collegially with all others involved in the delivery of services to members of the DL infrastructure work collegially with outside entities to offer cooperative programs and/or share resources (course materials, faculty, student services, etc.). Ability to critically evaluate course effectiveness and convey any strengths/weaknesses to both a faculty member and his/her Dean aptitude for creativity.
