Position Objective

We are seeking a dedicated and highly motivated contracts professional with extensive experience managing proposals in federal environments and deep knowledge of Prek-12 procurement to promote best practices and lead our growing Bids and Contracts Department in Lewisville, NC.This position will be responsible for monitoring the early education marketplace, deciding which opportunities to pursue and managing a team of proposal coordinators with the end goal of increasing the amount of awards won. The strategic leader will scale and direct our bid opportunities throughout the lifecycle of the proposal process responding to General Services Administration (GSA) and customer contract opportunities (for-profit and nonprofit solicitations - RFI, RFQ, RFP).This will include proposal selection, preparation, revision and submission.

Key Responsibilities:

Analyze the RFI/RFQ/RFP bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer's bid solicitation.

Create and manage deliverables required to support/supplement the proposal: collect content from subject matter experts on the team, originating content for special proposals and RFP responses.

Responsible for the coordination and motivation of resources for the timely and complete delivery of a quality, winning proposal.

Research, identify and submit bids using federal contracting vehicles such as FedBid, GSA ebuy, Army CHESS, and other portals to include Noodle Market, Demand Star, Bid Net, Find RFP, Public Purchase, BidSync, and RFP School Watch.

Conduct relative research analysis in the early education marketplace to identify new business opportunities.

Partner with Kaplan creative team, when necessary, on design execution, management on delivery of documents, including print production and mailing.

Establish the proposal schedule which includes deadlines, writing meetings, and pricing meetings in relation to the bid effort to ensure complete delivery of a quality, winning proposal.

Analyze RFI/RFQ/RFP to produce a high level summary and quickly provide a snapshot of proposal requirements.

Collaborate with subject matter experts to refine proposals to ensure accuracy, compliance, consistency and reflection of winning strategies.

Create and review proposals including proofreading, editing, formatting, and expediting the proposal process.

Be able to take material from existing documents and apply to new acquisitions and bids.

Launch follow-up strategies with the respective Sales Team, when necessary, and coordinate inputs from the technical staff, management, and finance departments.

Research and create competitive analysis in relative market.

Monitor and evaluate all RFP submissions and outcomes.

Learn the technical aspects of the products and services Kaplan offers.

Here’s what you’ll need to accomplish these exciting goals:

Bachelor’s degree, preferably in Business, Marketing, Education or a related field.

3-5 years of direct experience working in a procurement / purchasing department at a school/district or responsibilities as a purchaser of PreK- 12 products for a school or district a plus.

Demonstrated leadership and people management skills.

Excellent proficiency in Microsoft Office, including Excel, Word, PowerPoint, Project, and Outlook.

Strong project management skills and the ability to present work to executive-level staff.

Excellent business acumen, strong analytical and organizational skills with keen attention to detail and excellent proofreading abilities.

Creative with ability to think outside the norm and find effective resolutions to challenges.

Ability to effectively work autonomously and excel in a team environment.

Be a self-starter with a great work ethic.

Experience or training in early childhood education a plus.

Certified Professional Contract Manager (CPCM) a plus.
