Job Summary

This position is located at the Office of the State Superintendent of Education (OSSE), Division of Data, Assessment, and Research (DAR). The incumbent is responsible will manage one of the data analysis teams in the Office of Research, Analysis, and Reporting (ORAR) within the DAR division and will oversee a staff of 4-5 data analysts that are responsible for providing high-quality educational data analysis, developing in-depth reports and research to support policy making and provide educational programmatic impact, fulfilling federal and local data reporting requirements, and responding to data requests from internal and external stakeholders.Responsible, along with the director of ORAR and the other data analysis managers, for the implementation of the year-to-year operational plan for the ORAR. Determines work and project assignments for data analysts to support the data and analysis needs of stakeholders.Provides supervision, management, guidance, mentoring, and coaching to data analysts through planning goals, setting priorities, establishing work standards and expectations, evaluating work performance, identifying professional developmental needs, addressing grievances, recommending promotions, and providing discipline as required.Works with data analysts to perform analysis and provide research to internal and external stakeholders, provide quality assurance support for analysis, and generate reports required for federal and local reporting requirements. Works with stakeholders to define and refine business requirements for specific data and analysis requests. Assists the director of ORAR in developing the division’s research agenda.This position is Management Supervisory Service (MSS), "At-Will" Position. This position is not part of the collective bargaining unit.

Qualifications

Advanced experience in education research, data analysis, and coding using SQL and Stata. Expertise in managing and inspiring analysts in a fast-paced environment.Superior ability and skill sufficient to provide clear and precise technical goals and objectives, provide work techniques that promote success, and ensure that proper technical tools are available. Mastery of oral and written communication sufficient to prepare and present solutions to complex issues based on analysis and/or research.Demonstrated skills in quantitative analysis, educational research, and merging unstandardized data sets. Excellent problem-solving, planning, and strategic thinking skills. A track record of delivering high-quality analysis and managing diverse stakeholders while coordinating multiple projects simultaneously.

Licensures, Certifications and other requirements

Education

Graduation from an accredited four-year college or university with a relevant bachelor's degree; or an equivalent combination of education, training, and experience.

Work Experience

Minimum of five (5) years of relevant work experience. Supervisory experience required.

The work is performed in an office environment.
