Blended Learning Program Manager

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Blended Learning Program Manager will oversee and support the planning and execution of high-quality blended learning instructional models in school districts and charter schools throughout Texas. As the implementation manager for Math Innovation Zones (MIZ), the Program Manager will drive student outcomes in math by serving as the program strategy and implementation expert and managing district and school-level MIZ project managers to a high-fidelity implementation of blended learning. The Program Manager will ensure a deep understanding of the MIZ Fidelity of Implementation requirements including both strategic planning and execution of the program. This candidate has likely served in a school or district role managing the implementation of a blended learning program and can demonstrate success through increased student outcomes.

ESSENTIAL FUNCTIONS:

  • Build and communicate state vision for a high-quality implementation of blended learning for classrooms, schools, and districts and codify this vision through the refinement of the MIZ Fidelity of Implementation framework to drive student achievement outcomes
  • Drive strategy and execution for program selection, recruitment, and evaluation-based activities and refine vision for district and charter school adoption of MIZ and other blended learning models
  • Create and implement strategy for district onboarding and ongoing management for all current and new MIZ districts and charter schools, including the planning and hosting of the MIZ Kickoff Summit and other necessary development structures
  • Actively manage district and charter school participants, software vendors, and technical assistance network towards student outcomes through a data-driven commitment to a high-fidelity implementation of MIZ in both planning and execution
  • Manage data-driven performance management by communicating insights from the MIZ state-level fidelity of execution (FOE) dashboard for all MIZ Project Managers, vendors, and relevant TEA and legislative staff and driving the long-term strategy of the FOE dashboard

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university

Experience: At least four (4) years of experience in public education with both teaching and leadership experience; At least two (2) years of experience have been leading blended learning implementation at a school or district with a demonstrated impact on student outcomes

OTHER QUALIFICATIONS:

  • Serve as TEA expert on blended learning landscape and school implementation driving positive outcomes metrics
  • Collect, analyze, create insights, and act on a robust amount of data points to drive program strategy
  • Lead communications with the TEA grants team to ensure efficient and appropriate use of funds
  • Lead MIZ communications to highlight program and drive program demand through various channels including social media
  • Lead and coordinate site visits and travel
  • Assist in management of MIZ Technical Assistance Network including monthly check-ins
  • Lead prospective Request for Qualifications (RFQ) process for any updates to the Technical Assistance Network
  • Assist in management of MIZ Software Vendors including monthly check-in calls
  • Lead prospective RFQ process for any updates to the State Approved Software Vendor List
  • Self-starter with ability to learn quickly and adjust based on external feedback and self-learning
  • Strong leadership, management, interpersonal relations, public speaking and writing skills
  • Strong project management skills and ability to juggle competing priorities and drive team towards results
  • A desire to self-reflect, give/receive feedback and continuously improve
  • Ability to travel up to 20% of time
