GENERAL SUMMARY:

This position is part of the Operations team, and is focused on state and federal reporting, charter petition, renewals, and compliance, and finally non-instructional compliance policy management that impacts school site operations.Members of the Operations team enjoy living at the intersections of many parts of the organization, are self-starters who is comfortable with ambiguity and multi-tasking, are unafraid of building the car as it’s running, and don’t mind rolling up their sleeves to do what needs to be done.

The Operations Manager - Data and Compliance will oversee three major workstreams. First, the Operations Manager - Data and Compliance will be responsible for managing the overall timeline, requirements, and data collection of state and federal reporting including: CALPADS, CRDC and EIS reporting (if applicable) at the central office. H/She will represent the organization as the administrator for CALPADS. As the Operations Manager, h/she will supervise the Senior Data and Compliance Specialist and work as a team complete timely submissions, identify opportunities to improve the process to audit, certify, and publish student and staff information to CALPADS and other local, regional, state, and federal agencies.

Second, the Operations Manager - Data and Compliance will support in charter petitions and renewals. H/She will manage the Senior Data and Compliance Specialist in charter compliance to ensure we collect and assemble necessary information/data to meet charter and MOU compliance deliverables in a timely manner to our authorizers.

Third, h/she will own, research, interpret, and provide support to school site Office/Business Managers on operational compliance policies and best practices that aligns with federal, state, and authorizer requirements (e.g. immunizations, pupil cumulative records, independent study, attendance). This may include participating in annual internal audits.

Success in this position requires a proactive approach to problem-solving, identifying issues, and creating action plans. A strong quantitative and qualitative analytical skill set, penchant for rooting out inefficiencies, ability to see the big picture and the details.The candidate will enjoy creating training resources and conducting occasional trainings for school site Office/Business Managers. The candidate will succeed under minimal supervision and enjoys leading and guiding a team. The ideal candidate will have K-12 experience (or a strong interest), strong customer service skills, data analysis skills, and comfortable supporting multiple projects and managing deadlines.

ESSENTIAL DUTIES & RESPONSIBILITIES:

1.State and Federal Reporting

a.Manage the overall timeline, requirements, and data collection for CALPADS, CRDC, and EIS Reporting (if applicable) across all Aspire Public Schools.

b.Represent the organization as the administrator for CALPADS.

c.Work collaboratively with Home Office and School Site staff to ensure data quality.

d.Maintain knowledge of current state and governmental agencies reporting requirements.

e.Collaborate with Senior Data & Compliance Specialist in providing training and information to office staff on the new policies related to state reporting.

2.Charter Petition, Renewals, and Compliance

a.Support the Director of Operations to lead the charter renewal or petition process through collecting and assembling necessary information/data for submitting to Districts and the State.

b.Collaborate with regional offices and school sites to prepare for charter petition and renewals.

c.Oversee charter and MOU compliance deliverables to ensure deadlines are met.

3.Operational Compliance Management

a.Manage a variety of operational compliance areas, which could include student health, pupil cumulative records, independent study, attendance.

b.Ensure the organization is compliant with federal, state, and authorizer compliance requirements by training and creating resources for our school site Office/Business Managers.

c.Collaborate with regional staff to provide support and training needs for school site Office/Business Managers.

d.Support Operations team as a key stakeholder in annual internal audits.

4.People Management

a.Supervise the Senior Data & Compliance Specialist.

QUALIFICATIONS:

1) Required knowledge, skills & abilities:

Required:

Proficient and skilled in MS Office, especially Excel, Word, and PowerPoint.

Knowledge of CALPADS System or other state reporting systems.

General principles of data processing, retrieval, analysis, and statistical reporting as related to student information data.

Experience generating clear, accurate, and timely reports.

Self-starter who is comfortable with ambiguity and multi-tasking.

Strong attention to detail.

Demonstrated ability to quickly learn new areas of knowledge and technology.

Exceptional written and verbal communication skills.

Enjoy identifying opportunities to reinvent and simplify current processes.

Preferred:

Experience in student information systems, PowerSchool preferred.

Experience with Tableau.

Experience analyzing complex sets of data.

Experience managing direct reports.

Experience or strong interest in K-12 education.

2) Minimum educational level:

Bachelor’s degree in business, education or closely related field or 4 years of equivalent combination of education and experience.

3) Experience Required:

3+ years of work experience in database management and data analysis.

Experience working in fast-paced, high-capacity work environments with a strong background in analytics, project management, or school administration roles.
