1244 Senior Human Resources Analyst, Technology Staffing

As our 1244 Senior Human Resources Analyst you will report to the Director, Classified Staffing in the Department of Human Resources (HR), work closely with the Executive Director of Technology Projects and Partnerships in SFUSD’s Department of Technology (DoT), and be a leader in our Human Resources (HR) department. The Senior Human Resources Analyst will be responsible for overseeing DoT’s Classified Civil Service recruitment, selection, and onboarding processes, ensuring strategic, effective, and equitable hiring, as well as data integrity of related procedural and operating systems.

We want someone who has worked in technology recruiting and human capital who is able to think systemically to make improvements in how SFUSD’s Department of Technology sources, selects, and onboards talent.

We expect our 1244 HR Analyst to:

  • Recruit outstanding employees for the Department of Technology who are committed to SFUSD’s mission of social justice and equity and who are highly skilled in the competencies, mindsets, and practices needed to deliver user-centered technology projects and products
  • Lead the Department of Technology’s human capital efforts in the performance of professional personnel activities in the areas of classified civil service recruitment, examinations, and classifications

  • Develop, lead, and execute all components of a year-round recruitment plan to build a robust pool of qualified applicants, including:
    • Identifying and engaging a diverse pool of potential qualified candidates (both active and passive) through a range of proactive activities
    • Planning and executing SFUSD recruitment events and activities to increase awareness of open roles, and attract and source strong candidates
    • Building and maintaining strong relationships with local, state, and national university partners and represent SFUSD at all hiring events
    • Researching, building and maintaining strong relationships with community-based and non-profit partners and organizations to build diverse candidate pipelines
    • Creating and disseminating external recruitment advertising, including maintaining regular online postings of open positions, managing social media posts, and SFUSD careers website
    • Strategically recruiting passive candidates utilizing online tools and available research methods to connect with prospective candidates and build qualified applicant pools for all subject areas, and
    • Creating, coordinating, and developing relationships with pipeline program partners to support recruitment and placement of technical candidates
  • Execute high-touch candidate cultivation best practices throughout the recruitment, screening, selection, and onboarding processes, including:
    • Reviewing applications and conducting applicant pre-screening to identify high-quality candidate pools
    • Developing and executing excellent candidate cultivation techniques to ensure candidates are supported throughout the process and convert from candidate to employee
    • Coordinating with the Department of Technology’s leadership and managers to match candidates with best-fit vacancies, and support candidates through the hiring, selection and onboarding processes, and
    • Managing tracking and data reporting on recruitment plan goals
  • Manage online Applicant Tracking System (EMPowerSF and SmartRecruiters) and provide technical support to candidates and administrators as needed
  • Respond to candidate inquiries and connect individuals to appropriate HR teams as needed
  • Provide administrator professional development/training on recruitment and candidate cultivation best practices
  • Ensure the strategic direction and oversight of key initiatives that improve data integrity, analysis and customer service related to Department of Technology’s recruiting, onboarding, and selection of team members
  • Provide technical/professional assistance on joint San Francisco City and San Francisco Unified School District Civil Service hiring processes for technology-based classifications to the Department of Technology, HR colleagues, department heads, and labor representatives
  • Provide technical/professional assistance to the Department of Technology, HR colleagues, department heads and labor representatives for technology-based classifications
  • Conduct investigations and surveys concerning the duties, responsibilities and qualifications of Classified Civil Service technology positions.
  • Work alongside analysts in professional personnel activities, including all aspects of exams for technology-based classifications
  • Complete special projects as needed, including but not limited to drafting recruitment, exam and general HR policies in conjunction with the Department of Technology, colleagues, District HR & City HR
