0994 Executive Director, EMPowerSF- Dept of Technology

The EMPowerSF Executive Director will lead the team responsible for long-term solution ( people, process, and technology) health, maintenance, and continuous improvement of the EMPowerSF program. This position will have direct responsibility for solution health while concurrently providing leadership to a team leading and supporting change management and training, business analysis, project management, and external vendor support resources. The role will work cross-functionally across the SFUSD’s Technology, Human Resources, and Business Services divisions. This role will understand the high-level functionality and interdependencies of the solution (SAP SuccessFactors) from both a technical and business perspective, as well as have a functional knowledge of HR and Payroll processes. Because many stakeholders are involved, the role must be a team player, with expert collaboration, leadership, and facilitation skills and utilize a systems mindset with demonstrated ability to break down complex challenges into concrete actions and solutions. Additionally, the role must have a solid understanding of system design, interdependencies, and integration and how to configure systems to meet functional needs and requirements. Due to the complex nature of the role, the Executive Director will serve in both a leadership and delivery capacity, with ownership over direct and facilitated execution of program deliverables.

We seek an Executive Director who will:

  • Maximize the value of the EMPowerSF solution for SFUSD stakeholders.
  • Serve as the central solution lead/product manager for the EMPowerSF system.
  • Lead a team to understand, evaluate, and evolve the cross-department, cross-module processes, roles, and technologies in support of changing district needs.
  • Design, build, and lead a solution governance structure to ensure coherence and coordination of future solution enhancements.
  • Provide supervisory leadership and coaching to the Project and Change Management, Training, and Business Analysis team members.
  • Lead critical maintenance activities such as quality assurance testing, patch acceptance, and release management.
  • Collaborate with business teams to develop and drive the vision for the business processes, evolving and enhancing the solution over time, and helping leverage new development and functionality.
  • Understand and interpret end user requirements and experiences and translate those requirements and experiences into well architected solutions and designs.
  • Lead and execute a reporting strategy and governance related to HR and business services reporting needs across teams, including HR, Payroll and Business Services, and Technology.
  • Engage and provide leadership to external contract support, when needed.
  • Develop opportunities to improve and enhance the end user experience and support through training and change management in an ongoing manner.

Demonstrate a Leadership Mindset

  • Manage the strategic evolution of the system, ensuring alignment with business team goals.
  • Build and maintain the EMPowerSF solution roadmap.
  • Proactively identify opportunities for the EMPowerSF solution (technology, processes, and roles) to meet additional business needs.
  • Lead planning efforts for additional phases of solution implementation, with input and direction from technology and process owners.
  • Lead the maintenance and release activities for the technology solution. Coordinate and conduct proactive release planning, testing, and execution.

Manage to Results

  • Manage the cross functional team through both direct supervision and influence to hold team members accountable.
  • Build and facilitate the governance structure required to ensure coherence and coordination of all future solution improvements.
  • Drive project management processes including planning, time management, financial management, quality assurance, and risk management for ongoing projects related to EMPowerSF maturation.
  • Maintain a comprehensive understanding of the technology solution; understand the technical architecture, integrations, and systems involved in the EMPowerSF solution at a high level.
  • Be accountable and responsible for specific tasks including:
    • Track and manage enhancement request backlog.
    • Monitor solution usage and support requests; identify areas for improvement.
    • Coordinate the acceptance and execution of patches and releases from the software vendor, across business and technology teams.
    • Review, approve, and sometimes design configuration changes that are cross-functional or data impacting.
    • Develop and monitor business processes using analysis and project management skills
    • Key performance indicators
  • Track, and where possible influence, the vendor product roadmap.

Manage Teams

  • Provide leadership and supervisory support to Change Management, Training, and Business Analysis team members.
  • Coordinate and facilitate execution of governance activities, including collaboration with Steering Committee members.
  • Maintain productive, collaborative relations with core SFUSD division teams: Technology, Business Services, and Human Resources

Manage Relationships

  • Maintain effective relationships with all relevant stakeholders and subject matter experts, including internal and external partners.
  • Facilitate ongoing solution governance and drive clarity of role expectations for Technical System Administrators, Functional System Administrators, and Super Users or other module leads.
  • Serve as the point of contact for software vendors as needed.

Desired Qualifications

  • Bachelors or Master’s Degree in Information Systems, Business Administration or related field
  • Minimum of 5 years of IT, business/education industry experience, and project or product management, with experience in managing teams and cross-functional efforts/projects, influencing senior level management and key stakeholders strongly preferred
  • Consulting experience a plus
  • Significant experience with project management working with data and security system integrations
  • Experience managing large-scale, cloud-based enterprise software projects
  • Familiarity with human capital software such as SAP, SuccessFactors, Workforce, Oracle, or PeopleSoft

Minimum Qualifications

  • Bachelor’s degree (B.A. / B.S) from an accredited college or university; advanced degree preferred
  • Five (5) years of professional-level experience in a large, urban school district, or human resources department, or other educational setting
  • Strategic leadership and management experience; in a K-12 public educational setting preferred

Substitution: Education requirement may be substituted for additional professional-level experience on a year-for-year basis.
